New Tip: Best way to move warm air to heat house

Most of our house is cold. We have a forced air electric furnace in the basement which does heat up the main areas of the house but not the other areas such as bedrooms and the top floor (3 floor house including basement).
When we leave the furnace running, the top floor never gets warm, never gets as high as 17 when the main would get as warm as you wanted it.
We finally installed a gas fireplace in the living room on the main which heats it up like crazy but how to best move this warm air around the house so it isn’t stifling hot (25 degrees C) in the living room and 16 elsewhere around the house?
Things we’ve tried:
a curtain across the stairs which blocks maybe 70% of the heat flowing upstairs (most of our living is on the main floor)
We have a ceiling fan in the living room pushing air up and out of the living room and we have a ceiling fan in the adjacent dining room doing the same.
Today we tried putting on the furnace fan, just the fan, to circulate the air to make it more even.
I put a fan in front of the fireplace to point the heat out of the room but still, not making a difference. The air right outside of the living room in the hallway is cold (16). Is a Dyson heater fan the better option?
The rest of the house is still cold, the temp is not even. What is the best way to even out the heat in the whole house?
